Both the UAE and Portugal offer Golden Visa programs, but they could not be more different in practice. One is a tax-free business hub; the other is a gateway to EU citizenship. Here is an honest comparison to help you decide which makes more sense for your situation.
Investment Requirements
The UAE Golden Visa can be obtained through real estate investment of AED 2 million (roughly 545,000 USD), a bank deposit of the same amount, or meeting salary thresholds as a professional. Portugal’s Golden Visa requires a minimum of 250,000 euros for cultural investments or 500,000 euros for investment funds. Real estate is no longer eligible in Portugal since 2023.
Residency Duration
The UAE Golden Visa is valid for 10 years and renewable. Portugal’s Golden Visa is initially granted for 2 years and renewed in 2-year cycles for 5 years until permanent residency eligibility.
Physical Presence
Portugal requires just 7 days in the first year and 14 days in subsequent two-year periods. The UAE Golden Visa has no strict minimum stay requirement, though you should visit at least once every six months to maintain active status.
Tax Treatment
This is where the UAE wins decisively. The UAE charges zero personal income tax. Portugal will tax you as a resident if you spend significant time there, though the Non-Habitual Resident (NHR) regime offered favorable tax treatment for the first 10 years (this program has been modified for new applicants as of 2024).
Citizenship Path
Portugal offers a clear path to EU citizenship after 5 years, granting you visa-free access to 180+ countries with a Portuguese passport. The UAE does not offer citizenship through its Golden Visa program. You receive long-term residency, but UAE nationality remains extremely rare for foreign investors.
Lifestyle and Location
The UAE offers a modern, luxurious lifestyle with world-class infrastructure, no income tax, and a central location between Europe and Asia. Portugal offers European lifestyle, Mediterranean climate, lower cost of living, excellent healthcare, and the added benefit of EU freedom of movement.
The Verdict
Choose the UAE if tax savings are your priority and you value modern infrastructure and business opportunities. Choose Portugal if EU citizenship is your goal and you want a European lifestyle with a low physical presence requirement.
