The Subclass 491 Skilled Work Regional (Provisional) visa is Australia’s gateway to permanent residence through regional living. It’s a points-tested visa that gives you a generous +15 points bonus from state/territory nomination or eligible family sponsorship — making it the most accessible skilled migration pathway for applicants who don’t have ultra-high points scores. The catch: you must live and work in regional Australia for at least 3 years before you can apply for permanent residency through the Subclass 191 visa.

Overview
The 491 visa is a provisional visa valid for 5 years. It’s not permanent residency itself — it’s the stepping stone. After living and working in regional Australia for 3 years and meeting an income threshold, you can apply for the Subclass 191 (Permanent Residence) visa. “Regional Australia” includes everywhere except Sydney, Melbourne, and Brisbane — so cities like Adelaide, Perth, Gold Coast, Canberra, Newcastle, and Hobart all count.
Eligibility Requirements
- Nomination: You need either a state/territory government nomination OR sponsorship from an eligible family member living in regional Australia.
- Occupation: Must be on the relevant skilled occupation list (MLTSSL, STSOL, or ROL depending on the nomination type).
- Skills assessment: Positive assessment from the relevant authority.
- Points score: Minimum 65 points (including the 15-point bonus). Effective minimum without the bonus: 50 points — significantly lower than 189 or 190.
- Age: Under 45 at the time of invitation.
- English: At least competent (IELTS 6.0 each band).
What Counts as “Regional Australia”?
As of the current definition, regional Australia is everywhere except the three major metropolitan areas:
- NOT regional: Sydney, Melbourne, Brisbane (city centers and surrounding metro areas)
- Regional (and qualifying): Perth, Adelaide, Gold Coast, Sunshine Coast, Canberra, Hobart, Darwin, Newcastle, Wollongong, Geelong, and all other cities and towns
This definition is much broader than most people expect. Perth (population 2+ million) and Adelaide (1.4 million) are both considered regional, offering a cosmopolitan lifestyle while still qualifying.

The Path to Permanent Residency (Subclass 191)
After holding a 491 visa for at least 3 years, you can apply for the 191 if you:
- Have lived in regional Australia for at least 3 years while on the 491
- Have earned a taxable income of at least AUD $53,900 per year for each of the 3 years
- Have complied with all 491 visa conditions
The 191 grants full, unconditional permanent residency — after that, you can live and work anywhere in Australia.
Tips and Strategies
- Target cities like Perth or Adelaide. They’re “regional” for visa purposes but offer full urban amenities, job markets, and lifestyle quality.
- Plan for the income threshold. AUD $53,900/year is the key benchmark for 191 eligibility. Ensure your career path in regional Australia will meet this threshold within 3 years.
- 491 is not a dead end. While living regionally, you can also apply for employer-sponsored visas (482/186) or even the 189/190 if your points increase — giving you multiple paths to PR.
- Family sponsorship option. If you have an eligible relative (parent, sibling, child, aunt, uncle, nephew, niece, or grandparent) living in regional Australia, they can sponsor you without state nomination.
- Consider the lifestyle benefits. Regional Australia offers lower cost of living, less congestion, and increasingly strong job markets. Many 491 holders end up staying by choice after getting PR.
